The Verkhovna Rada of Ukraine set in the first reading  the draft law № 1065 “On technical regulations and conformity assessment”,  which proves standard legal and basic arrangements for development, adoption and using of technical regulations and processes of compliance assessment, as also the actualization of compliance of assessment . 

The Verkhovna Rada of Ukraine set in the first reading the draft law № 1065 “On technical regulations and conformity assessment”, which proves standard legal and basic arrangements for development, adoption and using of technical regulations and processes of compliance assessment, as also the actualization of compliance of assessment .  This law will be the one of the most important steps of Ukrainian way out to the European countries.

For the simplification of Ukrainian goods export to EU, Ukrainian legislation needs the adoption to the relevant European requirements. Adopted on January 15 the Law will provide the opportunity of carrying out the necessary tests and getting certificates in Ukraine, which will be recognized by EU.  It will reduce expenses of business circles, who is forced now to receive such documents in the organizations of the European countries.

Harmonization of Ukrainian legislation to EU standards and regulations is realized with a view to simplification of Ukrainian goods export on European markets. Early, in 2014, Verkhovna Rada adopted the Laws of Ukraine “On standardization “and “On metrology and metrological activities”, which the base of technical trade barriers overcoming.

The new law is expected to combine the legal norms of Law “On confirmation of compliance”, the Law “On standards, technical regulations and compliance assessment procedures” and the  Decree of the Cabinet of Ministers from May 10, 1993 № 49-63 “On standardization and certification”, while defining the previous as invalid, and to amend a number of legislative acts of Ukraine.

One of the authors of the draft law, people’s deputy Alexandra Kuzhel noted, that after its adoption, Ukraine “will completely execute the conditions for the recognition of sanitary rules and norms as technical regulations, norms, rules and standards, the application of which is considered as mandatory in accordance with the Agreement on Technical Barriers to Trade, being is an integral part of the Agreement of the World Trade Organization Establishing, and is obligatory for all WTO members, including Ukraine.

The members of the Verkhovna Rada Committee on Commerce policy and business questions noted, that accepted Law “will facilitate the access of Ukrainian goods to the EU market”.
