On the 28th of April in the conference-hall of Kherson City Council took place a conference on energy efficiency in housing and communal services, which highlighted the results of the project "Promoting the adoption of environmentally responsible practices and energy-saving technologies in housing and communal services of the Kherson city”, that was implemented by the Kherson CCI together with the Kherson City Council, the Dnieper District Council in Kherson city, with the support of the East Europe Foundation. The event was attended by leaders of Condominimums, representatives of local authorities, government agencies and  utility companies. 
A Director of the Department of Housing in Kherson Mr. Vladimir Pepel, President of the Kherson CCI Mrs. Victoria Ostroumova, Deputy chairman of the Dnieper District Council in  Kherson city Mr.Vladislav Kondratov  made assessment of the state of housing and communal services in Kherson, the significance and prospects of promoting the principles of energy efficiency in practice of Condominimums.

The lecturer of practical training Mr. Alexander Yeromin presented the methodology of Cleaner Production and Energy Efficiency. He emphasized on the fact that the Cleaner Production is a universal approach that could be successfully implemented in the housing and communal services sector, because it implied the application of know-how, improving technology and changing attitudes to the familiar surroundings. Prospects of using of this approach in the housing and communal services were stressed by executives of condominiums - the trainees. They presented their own energy efficient projects, which were developed and calculated according to the Cleaner Production method (condominiums “Dobrobut-1”, "Phoenix", "Hmarochos”).
The another lecturer, Vladimir Skorokhod, presented the results of energy audit in Condominimum “Dobrobut-1”, which was selected within the project as a demonstration area for energy efficiency. Specialists have investigated the energy characteristics of all the systems of the residential building (walling, building systems engineering, external equipment), and on the basis of the data have evaluated the potential of energy efficiency, developed a detailed feasibility study of energy efficiency measures.

The Conference was concluded with a speech of the project consultant Mrs. Valentina Sicheva, with presentation and discussing of recommendations for the City Council Comission, which were developed to spread energy efficiency practices among Condominimums of Kherson city and the cities of Kherson region. The audience was invited to make suggestions and comments on this document so that the final recommendations would reflect the widest range of problems in housing and communal services and solutions of these promblems. Everybody had an opportunity to voice their vision for the further realization of energy saving policy in the housing. In particular, he mayor of  Skadovsk Alexander Gavrish shared the experience in realization of  energy efficiency measures.

The experience of developed countries and Ukrainian own experience suggests the need to support energy efficiency measures at the local level. Only in this case, the local authorities will be able to solve the existing problem and to achieve positive results in reducing use of fossil energy sources and energy efficiency increasing. In Ukraine, Kherson city and Kherson region energy saving becomes a strategic line of economic and social sphere development.
