Ukrainian and Norwegian Cleaner Production Program has been working in Kherson Region since 2007. It is being realized here by common forces of The Norwegian Society of Graduate Technical and Scientific Professionals TEKNA and The Kherson Chamber of Commerce and Industry with the assistance of The Norwegian Ministry of Foreign Affairs and The Embassy of Ukraine in Norway. The educational seminar was held since March, 3 till July 3, 2009. This time the methodology of cleaner production and energy efficiency was presented to the representatives of large industrial city and regional enterprises: Kherson Oil Refinery; Kherson Ship-building Plant; Tsyurupinsk Paper Mill; “Elektromash”, JSC; “Avia-pro”, Ukrainian-German Ltd. Venue; Dnieper Enterprise “Era” and others among them.

During the three sessions the participants of the seminar were studying the methodology of the Norwegian model of the Cleaner Production, were mastering the skills of problem formulation, project ideas presentation and the financial efficiency of the projects calculation. They were taught to seek the company’s inner tools for problems solving. Though the main task of the program is declared by the head lecturer-engineer Leiv Bjerke to be the utilization of the skills and principles of the Cleaner Production to their enterprises; introduction of the program motto “Pollution prevention pays!” to the companies’ everyday work. As the result, manufacturing enterprises will reduce their ecological payments; raw materials and energy will be used by them more efficiently.
The final reports presentation was held on July, 02-03 in the conference-room of the Kherson CCI, where Mr. Volodymyr Saldo, Kherson City Mayor and Professor Svitlana Shmaliy, Director of The Natural Study Institute under the Kherson State University, were presented. The Kherson City Mayor greeted the audience, “We are all inhabitants of the same city and of the same planet,” – he said, - “that is why the way our city will live and the future that our planet will face is totally depended on our deeds.” Professor Svitlana Shmaliy spoke about the importance of closer collaboration between scientists, students and industrial workers.

During these two days each listener presented his project, being elaborated for 4 month by common powers of their working groups, created at their companies. All of the projects were divided into 3 groups: A, B and C. The A-group projects do not demand additional financial investments for their implementation. By the time of reports’ presentation, these projects had been already realized at the companies, their positive economical and ecological effect was already obvious. For instance, the “Avia-pro”, Ukrainian-German Ltd. Venue saved 9,6% of energy recourses after implementation of all A-group projects. The Tsyurupinsk Paper Mill specialists presented four A-group projects, two of which had been already implemented, another two are to be finished till the end of July.
As the result it will do its best for the environmental situation improvement in Kherson region both due to the change of the large industrial companies’ attitude towards ecological and energy efficiency problems, and to the real positive changes in manufacturing processes.
