Since the Ukrainian CCI had joined the International Network of Guarantee Association, on March 1, 2008 Ukraine became a full-member of the International ATA System and introduced the ATA Carnets on its customs territory. In accordance with the Cabinet of Ministers Decree dd December 31, 2004 No 988-p and the ATA Carnets Issue Scheme approved by the Ukrainian Government Resolution dd November 29, 2006 No 1654, The Ukrainian Chamber of Commerce and Industry is now entitled to act as a guarantee organization issuing the ATA Carnets in Ukraine.

Since February 1, 2010 the Kherson Chamber of Commerce and Industry will be entitled by the Ukrainian CCI to issue the ATA Carnets in Kherson and Kherson region.

Aiming at entrepreneurs of the Kherson region full awareness about the ATA Carnets issue and filling scheme, the “The Actual Issues of Filling the ATA Carnets during the Customs Processing of the Goods” seminar was organized in the conference hall of the Kherson CCI on January 26, 2010.

The effect of ATA Carnet extends on goods, imported according to the temporary import international agreements signed, as commercial samples, advertising materials, professional equipage, goods and equipment for demonstration or use in measures of the exhibitions, fairs, conferences etc.

Lecturers from the Department of Organization of Specialist’s Participation in Foreign Exhibitions and Processing of Temporary Goods Importing, the Ukrainian CCI, Department of Declaring and the Custom’s Regulations of the Government Customs as well as representatives of the Kherson customs, regional customs stations, industrial enterprises specialists, brokers and agents involved into good registration which were engaged in customs processing of goods participated in the event’s work participated the seminar.
