2014.06.05 The seminar, concerning the registration of EUR.1 certificates, organized by the European Commission for the Customs officials and chambers of commerce, passed in Kyiv.
First Vice-President of the Kherson CCI on expert examination and certification Valentina Udod together with colleagues from the Ukrainian Chamber of Commerce and Industry, Zaporozhye CCI, Sumy CCI, representatives of the Ukrainian customs authorities took part in the seminar, explaining the features of EUR.1 certificates registration on products of Ukrainian origin, exported to the EU under the Autonomous Trade Preferences.
The representative of the Directorate General for Taxation and Customs Union of the European Commission (TAXUD) Mr. Guillaume Dorey in his speech outlined the main points of the Rules of Origin, principles and mechanisms; differences between preferential and normal mode; spoke about the European export support service, features of deep and comprehensive free trade area (FTA + or, in the terminology of the European Union, DCFTA) - a large-scale trade agreement aimed at further liberalization of trade relations between the EU and Ukraine.
Agreement on an FTA + consists of 15 chapters, 14 appendices and 3 protocols and covers a wide range of complex issues, including: the abolition of the EU and Ukraine import duties on most imported goods, ensuring compliance with the EU requirements Ukrainian technical regulations and procedures, sanitary and phytosanitary standards; implementation by Ukraine of the European rules on public procurement; simplification of customs procedures, etc.
More specifically, examples, principles and differences of Autonomous Trade Preferences and the General Scheme of Preferences were described by Mr. Jacek Kroczyński, representative of the Poland Ministry of Finance. He also drew attention to the procedure for issuing a certificate of origin EUR.1 and approval the status of the exporter to the EU. A representative of the Ministry of Finance of Belgium Mr. Roger Teney in his speech elaborated on the process of controlling the verification of goods origin.
Dear exporters, we remind you that since June 1, 2014 Certificates of Origin EUR-1 form are issued by the customs authorities of Ukraine.
Participation of the Kherson CCI in the seminar, held by European Commission, allowed to acquire new knowledge about the certification of products of Ukrainian origin, which the Chamber is ready to share with the owners of Kherson.
