2014.12.26 - The Kherson Chamber of Commerce and Industry organizes the alignment meeting, concerning the export supporting issues

As a part of governmental events and one of the most important Directions of the Ukrainian Chamber of Commerce and Industry functions, – activation of domestic goods export - the Kherson CCI creates Export Support Centre. Its purposes and tasks were discussed by experts of the Kherson Chamber of Commerce and Industry during the alignment meeting.

Among those, who took part in the conference, were Head of the International Cooperation Centre Larissa Ponomarenko, Head of the Centre of Regional Development Project Supporting Galina Ivanova, Head of Export Supporting Centre Anna Syrchina, and also the Doctor of economics, the professor of the Kherson National Technical University, the expert on questions of international economic activities Larisa Naumova. In the course of debating were questions, which resolution will influence a lot on export activation process in Ukraine.

From May 15, the Unilateral trade preferences, proposed by EU, have been introduced and are expected to eliminate about 98% of custom duties on imports of goods from Ukraine. It has been resulted in the increase of Ukrainian exports up to 14% for the last mouths. Nevertheless, it is not a completely quarantee of the Ukrainian export extension. Unfortunately, Ukraine can not use today all the offered possibilities, due to the fact that a great numbers of Ukrainian manufactures underestimated the need of implementing the quality management systems into the production process. Because of that, even high-quality Ukrainian goods can not enter the outside markets. And, for Kherson region, for example, a high quality of agriproducts, and, consequently, safe and qualitative food products, is the most important for improving the export to EU countries.

The members of seminar talked about the need to provide technical assistance to producers-exporters. So, the attendees agreed with Anna Syrchina, that to the objects of Export Support Centre should be included the explanatory function, oriented for business questions on destination market, business struggle, price policy, logistic, marketing and commodity marketing. 

Larisa Naumova emphasized on the fact that specific feature of external economic relations of Ukraine in the sphere of export is a raw-material orientation. Not many manufactured goods are exported. The adoption for the process of so-called “intellectualization”, which is evidenced in the world trade, has not occurred. Inadequate, for the world practice operating conditions of national exporters (high level of taxes, difficult regulatory environment, the absence of insurance and credit) cause contraction of currency supply, accumulation of foreign exchange reserves on the accounts in foreign banks. The locate servicing of domestic market with home potential production is also unsatisfactory. In Ukraine, as in developing States, the tightness of the domestic market is the overside of export domination. The country widely opened its borders for the last years. This one, combined with the general crisis, led to a significant narrowing or even blocking the internal market.

Larissa Ponomarenko noted that the Kherson Chamber of Commerce and Industry has long standing relations with a number of specialists that who can be involved in training and outreach to manufacturers. So, the Chamber is successfully cooperating with the Kherson Custom, banking institutions, the Center of Standardization, Metrology and Certification.

Galina Ivanova has underlined, that Kherson has a significant export potential, based on old-established tradition of economic, regional scientific base. To give it an opportunity to realize in spite of measures taken by the government, it is necessary support local initiatives; promote a promising regional investment projects, but not at of "mythical foreign investors" expense,  who in crisis terms does not intend to invest in Ukraine our their own free funds. We need to rely on our own capabilities and efficient use of the capacity of local budgets. It is not of the last value to eradicate of local corruption component.

According to the participants opinion, buildup of export potential is closely interfaced with deregulation; comprehensively approval of financing a small innovational projects, which are a lot the region; systematic work of informational – outreach approval of business with promotion of positive export experience of the Chamber’s members. At the end of seminar Larisa Naumova noted, that consistent improvement of international economic activity joined to nationwide interests and priority of export politic, should modify international economic relations into active factor of market reforms deepening. The Ukrainian Chamber of Commerce and Industry and Regional Chambers take up on active position.
